There is frustration that countries are focussing on trying to get advantages in the talks, instead of working together to increase ambition.

"The Paris agreement is clear: all countries agreed to deliver new climate targets by 2020, and as the recent UNEP emissions gap report made clear, the onus is on the top 10 polluters to deliver," said Laurence Tubiana, one of the key architects of the Paris agreement, now with the European Climate Foundation.

"I know leaders in Brussels, Delhi, Beijing, Tokyo and Ottawa care about global action, but we need them to deliver this week. We need their leadership to deliver on their Paris commitments."

As well as the pre-2020 question, the talks are stuck on two tricky, technical issues - one about the question of loss and damage, the other about carbon markets.

Five people in Indonesia have been arrested for poaching after authorities found the skin of a protected Sumatran tiger and four foetuses in a jar.

Sumatran tigers are critically endangered, with fewer than 400 believed to be left in the wild.

It's not clear if the foetuses were taken from the adult tiger whose skin was taken.

Tiger cubs are born blind and are totally dependent on their mother for the first few months of their lives.

An official from the Environment and Forestry Ministry said the suspects, from Riau province, were arrested after police received a tip-off.

Two suspects are believed to have been acting as sellers. They face a maximum of five years in prison and a fine of 100 million rupiah ($7100; ¡Ì5403).

Back in 2015, everyone signed up to the Paris agreement and put new plans on the table that are due to run from 2020.

However the richer countries were supposed to undertake specific carbon cutting actions in the years between 2015 and 2020, which many haven't yet achieved.

Here in Madrid a group of countries including China, India and Saudi Arabia are pushing for these pre-2020 commitments be adhered to - even if it means achieving them post-2020.

UN negotiators meeting in Madrid have been accused of "playing politics" while the climate crisis grows.

The talks - now in their final week - are bogged down in technical details as key countries seek to delay efforts to increase their pledges, observers say.

Ministers are due to arrive in the Spanish capital this week to try to secure an ambitious outcome.

US presidential hopeful Michael Bloomberg is due to attend, while Greta Thunberg will also address the meeting.

But US Defence Secretary Mark Esper said on Saturday that he would not label the incident "terrorism" at this point.

Speaking at the Reagan National Defense Forum in California, he said investigators must be allowed to do their work.

President Donald Trump later pledged to review foreign military training programmes in the US. More than 850 Saudi nationals are reported to currently to be in the country for such activities.

The Florida attack was the second shooting to take place at a US military base last week. Two days earlier, a US sailor shot dead two workers at the Pearl Harbor military base in Hawaii.

The Pensacola base has long offered aviation training to foreign military.

Saudi pilots started training at the Pensacola base in 1995, alongside other personnel from Italy, Singapore and Germany.

Cpt Kinsella Jnr said that about 200 international students were enrolled in programmes there. According to its website, the base employs more than 16,000 military and 7,400 civilian personnel.

Alshamrani was a second lieutenant in the Saudi Air Force.

The Saudi gunman who attacked a Florida navy base on Friday played videos of mass shootings at a dinner beforehand, US media reports say.

Mohammed Alshamrani - who was training at the Pensacola base - killed three sailors before being shot dead.

The US Navy said the sailors "showed exceptional heroism and bravery in the face of evil".

They were named as Joshua Kaleb Watson, 23, Mohammed Sameh Haitham, 19, and Cameron Scott Walters, 21.

Several Saudi trainees have reportedly been held for questioning.

Authorities have not alleged that they were involved in the attack, which took place across two floors in a classroom on Friday morning.

Despite facing a host of UN and other sanctions over its nuclear and missile programmes, North Korea earlier this year re-started testing of short-range ballistic missiles.

And earlier this week it renewed verbal attacks on Mr Trump for the first time in over a year after he said the US reserved the right to use military force against the country.

Analysts believe that North Korea could launch a satellite if it does not obtain concessions from the US. This would allow it to test and show off its rocket capabilities in a less provocative way than launching a long-range ballistic missile.

Russia has become the master of denial in recent years. From military incursions to hacking to assassinations, the Kremlin has sworn blind it's not involved.

But now the country's athletes are waiting nervously, facing sweeping sanctions for another doping-linked scandal, and senior officials are keeping their silence.

There is one, striking exception.

Yuri Ganus has been warning for months that Russian sport stands on a "cliff-edge" and needs to radically clean up its act. For that, the head of Russia's anti-doping agency, Rusada, says he has received pressure and threats.

"Threats or not, clean sport is my mission," Mr Ganus told the BBC, in offices whose corridors are hung with messages of encouragement for a reformed Rusada from other anti-doping bodies around the world.
