Russian opposition leader Alexei Navalny has condemned the forcible conscription of one of his allies to serve at a military base in the Arctic.

was seized at his home in Moscow on Monday and flown 2,000km (1,240 miles) to the remote Novaya Zemlya archipelago.

authorities of kidnapping the activist who, he said, was exempt from military service.

Military service of 12 months is compulsory for all Russian men aged 18 to 27, but there are exemptions on medical or other grounds.

On Monday a court in Moscow rejected an appeal made by Mr Shaveddinov against his conscription on medical grounds.

man managed to borrow a phone on Wednesday and called him to say he had been taken to a base of the 33rd Anti-Aircraft Missile Regiment, whose headquarters is in Rogachovo, Novaya Zemlya.

He said he was under ³²¼º¸íÇ°·¹Çø®Ä«=³²¼º¸íÇ°·¹Çø®Ä«
constant supervision, with a man assigned to accompany him everywhere including the toilet.

His own phone was confiscated, Mr ´ä·Ê¶±
Navalny said, even though conscripts are allowed to have phones as long they are not internet-enabled.

Mr Shaveddinov was allowed to walk freely about the barracks but the temperature was minus 27C.

According to Mr Navalny, lawyers for the activist would be challenging his conscription, saying he had been kidnapped and was being detained illegally.

The Indian cabinet has approved funds for a census and a population survey to be held next year despite weeks of protests over a citizenship law that critics say is anti-Muslim.

updated National Population Register (NPR) will be a comprehensive list of all residents.

However, critics say it will be a list from ÆĶóÁ¡ÆÛ½º¿©ÀÚÁö°©=ÆĶóÁ¡ÆÛ½º¿©ÀÚÁö°©
which "doubtful citizens" will be asked to prove they are Indian.

More than 20 people have died in protests over the citizenship law.

What is the NPR?
Authorities say the aim of the NPR is to ¿©ÀÚ·¹Çø®Ä«½Å¹ß=¿©ÀÚ·¹Çø®Ä«½Å¹ß
create a comprehensive identity database of every "usual resident" of the country.

A "usual resident" is a person ÀÌÅ¿øºÎµ¿»ê
who has lived in an area for at least six months or a person who plans to live in an area for the next six months or more. This means foreigners living in India would be included in the NPR.

After Tuesday's cabinet meeting, minister Prakash Javadekar said the government had allocated 39.4bn rupees ($553m; ¡Ì427m) for the NPR and that it would be updated between April and September 2020.
